To reproduce the error:

Try dumping a oracle-mysql container

platform db:dump

the dump fails with this error:

mysqldump: Error: 'Access denied; you need (at least one of) the PROCESS privilege(s) for this operation' when trying to dump tablespaces

We don't give the user PROCESS priv.

tablespaces are a oracle invention, and we don't need them. Nor do we want them to be changed by the user.
So it's best to just exclude them from trying to be dumped.

Updated the docblock to reflect that the method checks for OracleDB instead of MariaDB.
